The National Association of Benefits and Insurance Professionals (NABIP) has announced an "American Health Consumer Bill of Rights". Its stated purpose is to "put the health back in our healthcare system".
The entire proposal is on the Insurance Newsnet website (https://insurancenewsnet.com/innarticle/nabip-adopts-american-health-consumer-bill-of-rights). Warning: the article is copyrighted and not to be reproduced without express written consent.
Like the Bill of Rights in the U. S. Constitution, the NABIP bill has ten articles:

Article 2 - the right to quality care meeting or exceeding established standards.
Article 3 - the right to privacy and confidentiality.
Article 4 - the right to individual autonomy, to make informed decisions and refuse or consent to treatment.
Article 5 - the right to health equity, free from discrimination.
Article 6 - the right to health education.
Article 7 - the right to affordable medication.
Article 8 - the right to emergency care without fear of financial hardship.
Article 9 - the right to health care advocacy.
Article 10 - the ability to access health care and insurance markets locally.
Each article sets out responsibilities for the healthcare industry and for the last two articles, the government.
